What the spots are and why they get worse
A sprinkler hits the lower panes every morning, the droplets dry, and the dissolved minerals stay behind as a white ring. Each cycle adds a layer. In the sun the layers bake and bond to the glass, and after a season or two they are no longer sitting on the surface: the alkaline minerals have started reacting with the glass itself, which is etching. That is why a stain that wiped off in June needs an acid in September and is permanent by the third year.
Portland's city water is soft, so the worst spotting here is usually on homes with wells, on irrigation fed from mineral-heavy sources, and on windows below roof runoff carrying dust and granules. Windows facing south and west stain fastest because the sun dries the drops before they can run.
Removal by stage
Fresh spots, this season: a normal exterior wash with a soap solution and a squeegee takes them off. A wipe with a 50-50 white vinegar and water solution on a cloth helps on the stubborn ones.
Baked-on spots, a season or two old: these need a mineral remover, usually a mild acid formulated for glass, worked in with a non-scratch white pad, then rinsed and squeegeed. It takes patience and it is safe on glass, but keep it off the aluminum frames and any tinted or coated surfaces, and test a corner first. Household glass cleaners and dish soap do nothing to these because the problem is not dirt.
Etched spots, several years old: at this stage the glass surface itself is damaged. Polishing with a cerium oxide compound and a machine can reduce light etching and improve the look. Heavy etching, where the spots show from inside as a frosted patch, is permanent, and the honest fix is new glass or living with it.

Keeping them off
Aim the sprinkler heads off the house, or swap the heads by the windows for low-angle or drip. Run irrigation before dawn so the drops run off before the sun bakes them. Trim the plants that hold spray against the glass. And put the sprinkler-side windows on a wash cadence, quarterly through the irrigation season on a bad wall, so the minerals never get a second year to bond. That cadence is cheap compared to replacing a picture window.
